Make network policy and its acknowledged operating-system state understandable on a standalone Mac.

Native routing-policy persistence, activation lifecycle, acknowledged network state, and complete-provider release boundaries.
Saved policy
Routing and connection-filter stores validate persisted records and compare the expected baseline during updates.
Provider activation
TunnelController coordinates loading and explicit activation with attempt-scoped callbacks.
